Winston Miller
Executive Director and Chief Executive Officer
Winston Miller is the executive director and CEO of Kentucky Housing Corporation.
Prior to KHC, Winston served as deputy secretary for the Finance and Administration Cabinet for which he served on several boards and commissions, addressing issues such as economic development, affordable housing, infrastructure development, school facilities construction, energy, and court facilities standards. For most of his career, Winston practiced law with Frost Brown Todd in Louisville, representing clients in state and federal courts located in at least 19 states, the District of Columbia, Puerto Rico, and the U.S. Court of Claims.
Jon Davidson
Deputy Executive Director of Business Services
Jon Davidson, deputy executive director of Business Services, leads KHC's corporate administrative and operational functions, overseeing daily operations, technology, employee services, communications, and customer support. Since joining KHC in 2005, he has served in many leadership roles, including director of business logistics and director of corporate planning and accountability. Jon has also overseen physical and capital improvements, business continuity development, corporate planning, process improvement, and corporate communications, and has performed operational programmatic and financial analysis of KHC's Housing Choice Voucher Program, Multifamily Tax Credit program, and loan servicing portfolio.
Kevin Field
Deputy Executive Director of Internal Audit
Since joining KHC in 1995 as a staff auditor, Kevin Field has served as senior internal auditor, audit manager, and senior director, and currently serves as the deputy executive director of internal audit. In this capacity, he develops and executes the audit plan, monitoring the corporation's compliance with state and federal regulations as well as corporate policies and procedures. Before joining KHC, Kevin worked in financial and compliance auditing in state and federally chartered credit unions and was an auditor with Financial Standards Group. He is a Certified Internal Auditor®, a Certified Information Systems Auditor, a Certified Information Security Manager, and a Certified Business Manager.
Wendy Smith
Deputy Executive Director of Housing Programs
Wendy Smith, executive director of Housing Programs, leads statewide affordable housing efforts, including home development for first-time homebuyers, homelessness response systems, rental assistance for low-income Kentuckians, and asset management for multifamily properties. She was instrumental in KHC's pandemic programs and disaster housing recovery efforts. She has led KHC initiatives around strategic business planning, multifamily preservation, asset management, and multifamily policy development. Before joining KHC, Wendy worked as a freelance housing and community development consultant with a focus on Housing and Urban Development (HUD) technical assistance and training. She has authored national guides for HUD and NeighborWorks America and has developed project feasibility and underwriting templates for nonprofits and municipalities in many states.
Tracy Thurston
Chief Financial Officer and Deputy Executive Director of Finance and Investments
Tracy Thurston joined the corporation in 2014 as managing director of Corporate Planning and Accountability. There, she oversaw the corporate budget development, enterprise risk management, strategic business planning, project management, program funding and reporting, and the state allocation plan. After transitioning to managing director of Multifamily Programs in 2017, Tracy oversaw the administration of federal and state resources for the production and preservation of affordable multifamily units, established and negotiated the terms of complex financing transactions in addition to developing budgets, and secured service contracts for her departments and day-to-day operations. Prior to joining KHC, Tracy served as the manager of financial stability for the United Way of the Bluegrass, director of the Section 8/Housing Choice Voucher program in Syracuse, New York, and a senior financial analyst for Quadel Consulting Corporation.
Samuel Thorner
General Counsel and Deputy Executive Director of Legal Services and Compliance
Samuel Thorner joined KHC's executive team in 2023 as general counsel and deputy director of legal services and compliance after serving the corporation for more than six years as a staff attorney and managing director of multifamily programs. In his most recent role, he built relationships with developers and oversaw the development and administration of KHC's Qualified Action Plan and Multifamily Guidelines and the awards process for Low-Income Housing Tax Credits and Tax-Exempt Bonds that construct, preserve, and rehabilitate multifamily housing units for low-income individuals and families. Prior to KHC, Sam worked as a staff attorney for the Kentucky Public Protection Cabinet's Department of Housing, Building, and Construction and the Kentucky Court of Appeals.
Board and Committees
KHC is governed by a 15-member Board of Directors, consisting of 10 private members appointed by the governor who represent designated interests in affordable housing, and five public members who are state government officials whose participation on the Board is part of the responsibilities of their positions.
In addition to the board subcommittees, KHC helps administer several advisory groups including AHTF, HPAC, and more.
