KHC administers federal programs, manages statewide data, and coordinates planning to support partners in assisting people experiencing or at-risk of homelessness.
KHC serves as the collaborative applicant and lead planning entity for the 118-county Kentucky Balance of State (KY BoS) Continuum of Care (CoC) - covering all but Jefferson and Fayette counties - and the recipient of ESG funds for the Commonwealth of Kentucky.
KHC awards CoC and ESG funding to organizations across the KY BoS CoC through a competitive application process.

CoC and Coordinated Entry
KHC serves as the lead planning entity for the KY BoS CoC and oversees the Coordinated Entry System (CES), the system used to coordinate program participant intake, assessment, and referrals for certain housing assistance programs.
Emergency Solutions Grant (ESG)
KHC is the recipient of ESG funds for the state, which are awarded to partner organizations to be used for street outreach, emergency shelter, and homelessness prevention.
Homeless Management Information System (HMIS)
KHC serves as the HMIS lead agency for the KY BoS CoC as well as the lead agency for the statewide implementation of HMIS across Kentucky’s three CoCs – the BoS, Lexington, and Louisville.
K-Count
KHC coordinates the annual point-in-time count (K-Count) of people experiencing homelessness across the BoS and the dedicated resources available to assist those in need called the Housing Inventory Count (HIC). Data is submitted to the U.S. Department of Housing and Urban Development (HUD) and is used locally to analyze trends and make funding decisions.
HOME Tenant-Based Rental Assistance (TBRA)
Helps low-income individuals and families pay their rent, security deposits, and utility bills. Unlike housing vouchers that are tied to a specific building, TBRA assistance moves with the tenant.
Housing for Persons with AIDS (HOPWA)
Provides emergency financial assistance, rental subsidies, and supportive services to help stabilize housing and improve access to medical care for low-income people living with HIV/AIDS.
HCA Partner Agency Portal

The electronic funding application system used to request funding from most programs administered by KHC.
