Certification of Consistency with the Consolidated Plan

Two different certification forms are listed below. The first form is for public housing agencies (PHAs) completing their annual or five-year plans and the second form is for all applicants who are seeking federal housing funds from an agency that requires the certification. 

IMPORTANT INFORMATION: New PHA Plan Certification Procedure

The U.S. Department for Housing and Urban Development (HUD) has designed a new certification by State or local official of Public Housing Agency (PHA) plans consistency with the consolidated plan for all new PHA plans with an effective date of July 1, 2016 and later. This new form requires that Kentucky Housing Corporation (KHC) specify how the PHA plan is consistent with the consolidated plan, as well as the state's Analysis of Impediments to Fair Housing Choice (AI). Kentucky's AI is available on KHC's website, under Fair Housing in Kentucky.

In order for KHC to process the new PHA Plan certification, PHAs will be required to complete the Certification by PHA Official or PHA Plan Consistency pdf form below. Once completed, the authorized PHA official must sign the document and send it to KHC for review. The signed document should be scanned and attached to the Certification by State or Local Official of PHA Plans Consistency with the Consolidated Plan online request form.

Draft 2017 Annual Action Plan

The 2017 Consolidated Annual Action Plan for Kentucky's Block Grant Housing Programs and the 2017 Housing Trust Fund Allocation Plan are available for public comment through Saturday, July 15, 2017.

The Consolidated Action Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation and the Department for Local Government are the agencies responsible for submission of the plan to HUD.  The Housing Trust Fund Allocation Plan is the Commonwealth’s application and distribution plan specifically for Housing Trust Funds.  Kentucky Housing Corporation is the agency responsible for submission of the plan to HUD.

Kentucky has drafted the annual Consolidated Action Plan, and the Housing Trust Fund Allocation Plan, and is receiving written comments to obtain public input. Written comments will be accepted and where applicable, will be incorporated into the document. The plans cover the time period of July 1, 2017 to June 30, 2018.

2016 Consolidated Annual Performance and Evaluation Report

The Consolidated Annual Performance and Evaluation Report (CAPER) is prepared by KHC and DLG, and is submitted to HUD's Office of Community Planning and Development. The CAPER details how the state utilized block grant funds during federal fiscal year 2016​ (July 1, 2016 to June 30, 2017).

The draft CAPER is available for written public comment from September 13​​ to September 27, 2016.  Comments received during this time period will be included in the final report submitted to HUD.
